Provincial Minister for Irrigation Sindh, Jam Khan Shoro, has heavily criticized the federal government’s Right Bank Outfall Drain (RBOD) scheme, calling it a failed project responsible for significant damage to Manchar Lake, Asia’s largest freshwater lake. In a letter addressed to WAPDA on June 11, 2024, Minister Shoro condemned the incomplete RBOD 1 and 3 projects, asserting that they have inflicted severe harm on the province.

He has demanded that the project be reconstructed entirely. Minister Shoro highlighted that the RBOD 2 project, which began during the Musharraf administration, was designed to channel water from the Indus River to the sea via a route from Sehwan to Thatta.

However, the project was severely compromised during the 2010 and 2022 floods, which he attributed to inadequate planning. The Minister criticized both WAPDA’s LBOD and RBOD projects for their detrimental impact on Sindh. Provincial Minister for Irrigation Sindh, Jam Khan Shoro, noted that flawed planning had led to breaches at several points, negatively affecting agricultural lands and urban areas. Minister Shoro pointed out that the Sindh government is now responsible for repairing the damage caused by these projects, a task that was originally WAPDA’s responsibility.
