Saudi Arabia announces new rules for seasonal work visas

The Saudi Ministry of Hajj and Umrah has announced updates to the regulations governing temporary work visas for Hajj and Umrah services, with a key change allowing visa holders to stay for up to 90 days, and extend for an additional 90 days.

This move, part of broader reforms approved by the Saudi Cabinet, aims to enhance flexibility for the private sector and improve alignment between visa policies and labour market demands, according to the Saudi Press Agency.

Renamed as the “temporary work visa for Hajj and Umrah services,” the visa will now have a longer grace period, running from Shaban 15 to the end of Muharram (approximately February 14 to July 25).

The updated regulations also allow businesses operating during the Umrah season to expand access to these visas, making it easier for companies to hire temporary workers.

The ministry is also introducing stricter governance and transparency in visa-related procedures, with set timeframes to complete the process.

A key measure is the requirement for a signed employment contract and mandatory medical insurance for workers before the visa can be issued through Saudi embassies and consulates abroad.

To prevent misuse, significant penalties will be imposed on violators.

Companies caught selling temporary work visas may face fines of up to 50,000 Saudi riyals, and could be blacklisted from providing Hajj and Umrah services for up to five years, with the possibility of both penalties being applied concurrently.

These changes will take effect 180 days after approval, giving businesses time to adapt to the new system, while ensuring smoother operations during the Hajj and Umrah seasons.
