The Sindh Works and Services Department has failed to provide the Public Accounts Committee (PAC) with audit records for the period of four years, totaling 7013.455 million rupees. This led to strong disapproval from PAC Chairman Nisar Khuhro, who expressed his frustration with the department’s officers. During the PAC meeting held in the Sindh Assembly on Monday, Secretary of the Works and Services Department, Mohammad Ali Khoso, explained that the annual district development funds (District ADP) are directly sent to the District Commissioners (DCs), and therefore, the department does not hold the records for the district ADP. PAC Chairman Nisar Khuhro questioned the Secretary about how the DCs report the use of these funds if they are responsible for their disbursement and whether DCs could be considered the principal accounting officers for the district ADP. Secretary Khoso requested additional time to gather further details on the matter. Chairman Khuhro granted a deadline of December 15 to provide the audit records and decided to summon the District Commissioners for the next meeting. The meeting was attended by PAC members, including Qasim Somro, Syed Farukh Shah, Makhdoom Fakhrul Zaman, and other officers, who reviewed audit matters from 2019 to 2021.
