In a key meeting chaired by IG Sindh, Ghulam Nabi Memon, a comprehensive review of the monitoring measures for habitual offenders and the police actions in this regard was carried out at the Central Police Office, Karachi. The meeting was attended by various senior police officials, including DIGs from different departments such as T&T, Crime & Investigations Branch, CIA, Training, Headquarters, IT, and others. During the briefing, DIG Crime and Investigations Branch discussed the “Sindh Habitual Offenders Monitoring Act 2022” and its implementation steps. The initial phase will focus on electronically tagging 4,000 habitual offenders, with the court determining the individuals eligible for monitoring. Furthermore, an advertisement for the procurement of electronic tagging devices was issued on November 11. The process of monitoring will begin at the police station level, gradually expanding to divisions, zones, and the Central Police Office. IG Sindh emphasized the clear and unambiguous definition of habitual offenders in the constitution and law. He instructed all SSPs, SPs (Investigations), and relevant investigative officers to ensure the collection and compilation of data on habitual offenders, with particular attention to prisoners in jails. IG Sindh also highlighted the need to register offenders’ identity cards and centralize this information within the system. He stressed the importance of providing training and awareness on the installation, usage, and monitoring of electronic devices at the grassroots level. Additionally, he directed that training and awareness courses for police officers regarding the use of monitoring devices be developed. He further expressed confidence that the surveillance of habitual offenders would reduce the burden on jails, contributing to better law enforcement and public safety.
