Former Chairman of the Senate, Senator Mian Raza Rabbani on Friday made public his ruling, on role of Parliament and its interaction with the Executive and Judiciary in accordance with the Constitution of 1973. While addressing a press conference at the National Press Club, Senator Raza Rabbani shared with the media a ruling he as Chairman of the Senate had dictated by the end of 2017 and thought of giving it in 2018 but unfortunately that was the time when “ego of all institutions functioning through or under the Constitution was at its peak.”
I apprehended the ruling might further polarize the institutions, said Raza Rabbani and therefore he kept it pending. “The purpose of the ruling is not to relegate or marginalize the institutions’ role but to put it in correct perspective,” said the senior lawmaker and a vocal advocate of Federalism in Pakistan. The 82-page ruling has been titled ‘Entangled Threads: Trichotomy of Power and Doctrine of Parliamentary Oversight’ and is a researched, well-thought of work. Speaking on the occasion, Mian Raza Rabbani said ever since its inception, Pakistan has waded from one crisis to another, be it, political, economic or of governance and experimentation away from its historical roots i.e. federalism and parliamentary democracy did not help.
