Chairman Tehreek-e-Jawanan Pakistan and Kashmir and Director General of Measac Research Centre Abdullah Hamid Gul on Wednesday said Prime Minister Imran Khan’s vision of good governance in Pakistan is elusive without strict discipline and accountability at all levels.
He was addressing the seminar on lack of good governance and role of leadership organized by MRC for students of various leading universities of the twin cities of Rawalpindi and Islamabad.
Abdullah Gul said the mega transfers and appointments of top civil servants at the federal and Punjab level could prove to be a major breakthrough for good governance in the country. However, it has become a challenge for the prime minister to devise proper mechanism of check and balance to gauge the performance of the bureaucracy and his cabinet, he added.
The TJP chairman said it is not less than a miracle under the Pakistan Tehreek-e-Insaf regime that the senior officers of the prime minister office, presidency and law ministry have been spared for issuing wrong notification of the Chief of Army Staff’s notification. “The prime minister office and the law ministry have been silent on this matter which is regrettable. If there has been a system of reward and punishment for all under which the responsible officials have been punished then such blunders could not have happened,” he said.
He said if Prime Minister Imran Khan had dismissed his poorly performing advisers and ministers in the federal cabinet then it would have helped him to set a precedent to achieve the target of better governance and national development.
He also noted that unfortunately no one at the top government level including bureaucrats and politicians had been held questionable for their failure and disappointing conduct.
He said the newly appointed Chief Secretary Punjab Maj (Retd) Azam Suleman and Inspector General Punjab Police Shoaib Dastageer would set an example of good governance owing to their strong lawful command and vast experience.
Gul said, “I urge both the top officials to initiate the snap visit series to hold civil servants accountable from the top to the grass roots level to ensure improved governance and public prosperity.”
