PRESIDENT Kassym-Jomart Tokayev’s recent State of the Nation Address, titled “Economic Course of a Just Kazakhstan,” paints a compelling vision for the country’s future. This comprehensive roadmap encompasses economic reforms, political changes and societal values that not only promise a brighter future for Kazakhstan but also align seamlessly with global Sustainable Development Goals (SDGs). In this article, we will explore the key points of President Tokayev’s address and discuss how they resonate with the international community’s aspirations for a more sustainable and equitable world.

Progressive economic initiatives: One of the standout achievements highlighted in President Tokayev’s address is the significant increase in salaries for teachers and doctors since 2020. This move demonstrates the government’s commitment to valuing and retaining essential professionals in these critical sectors. Allowing citizens to access part of their pension savings is a step towards empowering individuals to make informed financial decisions, enhancing their economic security.

Political reforms: The political reforms outlined in the address signal a shift towards a more balanced system of governance. By transitioning to a presidential republic with a strong parliament, Kazakhstan is fostering a political environment where multiple branches of government can collaborate effectively. The emphasis on human rights, the rule of law and expanding citizen participation in decision-making demonstrates the government’s commitment to fostering a democratic society.

New economic course: President Tokayev’s vision for Kazakhstan’s economic future centers on fairness, inclusiveness and pragmatism. This new economic course focuses on leveraging the nation’s competitive advantages and fully harnessing its key factors of production, including labour, capital, resources and technology. Unlike previous long-term goals, the President has set ambitious yet realistic timelines for implementation with many tasks targeted for completion within three years.

Key economic priorities: A core focus is on strengthening the country’s industrial framework, accelerating the development of the manufacturing sector and diversifying the economy. Specific sectors, such as metals processing, engineering and energy production, will receive attention and investment. Streamlining state procurement processes, increasing geological exploration and fostering a friendly environment for foreign banks will contribute to economic growth.

Macroeconomic stability: Stable economic growth is a key objective, with a target of doubling the national economy by 2029. To achieve this, coordination between fiscal, monetary and financial policies is crucial. The government’s commitment to solving issues in corporate lending and mobilizing frozen bank assets reflects its dedication to fostering a robust banking sector.

Support for Small and Medium Enterprises (SMEs): Encouraging small business consolidation, promoting competition and expediting privatization and public IPOs are essential steps towards fostering entrepreneurship and innovation in Kazakhstan. These measures aim to create a conducive environment for both foreign and domestic investors.

Green and sustainable economy: Kazakhstan’s commitment to green energy and sustainability aligns with global trends. Investment in renewable energy, hydrogen generation and carbon trading emphasize the nation’s determination to play a pivotal role in the clean energy transition.

Digital transformation: Transforming into an IT powerhouse is a strategic goal for Kazakhstan. Efforts to increase exports of IT services and attract foreign IT companies are steps in the right direction. By offering competitive conditions for data center construction and data processing, Kazakhstan can position itself as a global player in the IT industry.

Domestic industry and trade: Supporting the manufacturing industry while remaining open to foreign investors is a delicate balance that Kazakhstan aims to achieve. Tax incentives for investors and protecting domestic producers are part of this strategy.

Agriculture and energy: Becoming a leading agricultural hub and expanding the use of natural gas are pivotal for Kazakhstan’s economic development. Tax policy adjustments and the involvement of transnational corporations will play a critical role in achieving these goals.

Water security and creative economy: Reforming the water management system and fostering the creative economy will contribute to sustainable growth and cultural development. These initiatives reflect Kazakhstan’s commitment to holistic progress.

Responsible citizenship: The concept of “Adal Azamat” encourages citizens to embody values such as responsibility, fairness and empathy. These qualities are not only essential for creating a just society within Kazakhstan but also contribute to the achievement of several SDGs. SDG 16 (Peace, Justice, and Strong Institutions) is directly linked to good governance, which is strengthened when citizens actively participate in decision-making processes, as President Tokayev envisions. Moreover, Kazakhstan’s commitment to protecting human rights, fostering a rule of law and expanding political participation underscores its alignment with SDG-16. By promoting a culture of fairness and accountability, Kazakhstan sets a positive example for other nations striving to achieve similar SDGs.

Global Alignment with Sustainable Development Goals (SDGs): The President’s commitment to transforming Kazakhstan into a green and sustainable economy is a shining example of a nation taking concrete steps towards fulfilling its international obligations. The emphasis on renewable energy, carbon trading and reducing energy consumption aligns perfectly with SDG-7 (Affordable and Clean Energy) and SDG-13 (Climate Action). Kazakhstan’s intention to explore hydrogen generation and potentially construct a nuclear power plant also reflects its dedication to cleaner and more efficient energy sources.
