Dr. Syed Saif ur Rehman, the newly appointed Director General of the National Institute of Public Administration (NIPA), has initiated a transformation aimed at enhancing public service leadership and efficiency across Pakistan. As a senior officer of the Pakistan Administrative Service (PAS) and a recipient of the Tamgha-e-Imtiaz, Dr. Rehman brings a wealth of experience to his new role, having taken office on September 19, 2024.

Under his leadership, NIPA is reaffirming its historical legacy by reinstating its original name, the National Institute of Public Administration, on October 28, 2024. Established in 1961 and based on an eight-acre campus in Karachi, NIPA has played a crucial role in shaping the country’s bureaucracy, offering specialized training programs for public administrators and policymakers. With a rich history spanning decades, NIPA has seen leadership evolve, from the director level to its current position of Director General, which was instituted in 2001.

It has also undergone several structural changes, including its 2002 merger with other institutions to form the National School of Public Policy (NSPP) and the renaming of its campuses to the National Institute of Management (NIM) in 2007. Dr. Rehman emphasized that NIPA’s Karachi campus remains a cornerstone of administrative training, with its location in Gulshan-e-Iqbal, now known as NIPA Chowrangi, standing as a testament to its prominent role in the country’s public service development. NIPA offers training to new recruits as well as current government employees, providing workshops, seminars, and programs designed to enhance administrative planning, decision-making, and leadership skills.

Faisal Zahid Malik, Chairman and Editor-in-Chief of Pakistan Observer, during his visit to the National Institute of Public Administration (NIPA), commended Dr. Syed Saif ur Rehman’s appointment as Director General. He stated that Dr. Saif’s extensive experience would bring new heights of innovation and progress to NIPA. Faisal Zahid Malik extended his best wishes to Dr. Saif, expressing hope for continued success and advancement of the institution under his leadership. A key focus for Dr. Rehman has been inspiring trainees and promoting a culture of selfless dedication and resolve in serving the public.

Notable additions to the campus under his leadership include the installation of verses from Surah Al-Imran on a marble mural, emphasizing faith, and a section dedicated to the sayings of Quaid-e-Azam Muhammad Ali Jinnah, which serves as a guiding light for the officers in training. Additionally, the campus has seen extensive greenery initiatives, with over 1,000 trees planted and public figures contributing to the beautification efforts. During a visit to NIPA, Faisal Zahid Malik, Chairman and Editor-in-Chief of Pakistan Observer, planted a sapling, marking a step towards sustainability and environmental consciousness.
