The Islamabad high Court (IHC) on Friday issued notices to the Federal Directorate of Education (FDE) and other respondents over a petition filed by teachers working on deputation in FDE schools of Islamabad for over a period of 15 years.
Some 13 teachers of the FDE-run schools have moved a petition through Asif Gujjar Advocate requesting the court to seek a reply from the FDE and the federal government regarding delay in implementation of recommendations by a committee constituted on the directions of the prime minister in 2017.
The committee had recommended absorption of 33 TUGT teachers in the federal government-run schools but according to the petitioners, FDE and the federal government “slept over the recommendations of the DPC and no fruitful action was taken by any of the respondents for issuance of absorption orders of the teachers.”
Later, a number teachers approached the then DG FDE, Hasanat Qureshi who gave verbal assurance that their absorption orders would be issued shortly, but till date no order of absorption is handed over to the recommended teachers, the consul for petitioners argued before the court of Miangul Hasan Aurangzeb while arguing the case.
The counsel further stated these teachers have joined the FDE under Wedlock Policy on merit and after fulfilling all the legal procedure but now instead of giving them absorption letters, the FDE has started issuing them repatriation letters directing them to report to their educational departments in their respective provinces. All this is being done despite the fact they have attained from their provinces No Objection Certificate (NOC) to continue their services in Islamabad which has caused much unrest and panic among these lady teachers, he further said.
Since 2013, the petitioners have been running from pillar to post under the orders of respondent FDE for provision and completion of the requisite record for permanent absorption and consequently, when the entire record was presented to DPC and DPC recommended the petitioners for absorption, FDE for its ulterior motives and malafides is trying its level best to repatriate all the teachers to accommodate their blue eyed ones from provincial services to the services of FDE, said the counsel. These teachers he said are married and joined the schools in Islamabad and have served the government more than 20 years and are in the last phase of government service and are going to be superannuated in near future. Their children and husbands are also permanently residing at Islamabad and it would be unfair to repatriate them to their parent departments or deny them right to absorption, he further said.
The court after listening to the arguments issued notices to the respondents and adjourned the hearing after Ramazan-ul-Mubarak.
