BALOCHISTAN Government has presented a Rs 930 billion budget for the fiscal year 2024-25. Finance Minister Mir Shoaib Noshirwani outlined allocations of Rs609 billion for non-development expenditure and Rs 321 billion for development. Education and health sectors are prioritized with allocations of Rs146.9 billion and Rs20 billion, respectively. Notably, 70% of approved development projects are included in the budget for the first time.
Balochistan has historically lagged behind other provinces in terms of infrastructure and socio-economic development. Despite numerous budgetary allocations over the years, the province continues to face significant challenges, including poor infrastructure, inadequate healthcare facilities and a lack of educational opportunities. The inclusion of 70% of approved development projects in the budget for the first time is a promising move. However, it is imperative that these projects are not only initiated but also completed within the stipulated timeframes to truly benefit the people of Balochistan. Provincial Government must establish robust monitoring and evaluation mechanisms to oversee the progress of development projects. This will ensure that funds are utilized efficiently and projects are completed on time, providing much-needed infrastructure and services to the local people. Moreover, the Federal Government should extend full support to the Provincial Government in this regard, offering financial assistance and technical expertise where necessary. The emphasis on health and education in the budget is particularly noteworthy. By allocating substantial funds to these sectors, the Balochistan Government is laying the groundwork for a more educated and healthier population. Improved educational facilities and healthcare services can significantly enhance the quality of life, fostering social stability and economic growth. Special emphasis should be given to technical and vocational training for the youth. Aligning training programs with the latest trends and industry requirements, particularly in relation to the China-Pakistan Economic Corridor (CPEC), can open up new employment opportunities for Balochistan’s youth. By equipping them with the skills needed for CPEC-related projects, the Provincial Government can ensure that the local workforce is prepared to take advantage of these opportunities, thereby reducing unemployment and fostering economic inclusion.
