Strengthening Azerbaijan-Pakistan Relations

THE relationship between Azerbaijan and Pakistan, often described as a “strategic partnership,” stands out as a prime example of successful bilateral cooperation built on shared values, mutual respect and strategic alignment. From political support to defense ties, energy cooperation to tourism, the two nations have witnessed remarkable progress in their multifaceted relationship in recent years.

One of the hallmarks of the Azerbaijan-Pakistan relationship is robust defence cooperation. Islamabad was among the first to recognize Azerbaijan’s independence and has consistently supported Baku in its conflict with Armenia over Karabakh. Military exercises, joint trainings and defence equipment sales have solidified this crucial partnership. This cooperation not only ensures regional stability but also serves as a deterrent against potential aggressors.

Azerbaijan’s emergence as a major energy exporter presents exciting opportunities for Pakistan. Last year, the two countries signed a framework agreement to export Azerbaijan’s LNG to Pakistan. Under this agreement, Azerbaijan’s state-run oil and gas company, Socar, may offer one LNG cargo per month to Pakistan’s PLL while the acceptance of these offers by PLL is subject to the demand for LNG in Pakistan and commercial considerations.

Both Azerbaijan and Pakistan understand the importance of unwavering political support. Pakistan consistently voices its unwavering support for Azerbaijan’s territorial integrity and its stance on the Karabakh conflict. Similarly, Azerbaijan unequivocally supports Pakistan’s position on the Kashmir issue.

Beyond politics and defence, the growing relationship between two countries extends to the cultural and social spheres. Visa facilitation and increasing air connectivity have encouraged tourism, allowing citizens to experience each other’s rich history, vibrant culture and breathtaking landscapes. This cultural exchange fosters understanding and strengthens people-to-people ties, solidifying the foundations of the partnership.

While bilateral trade currently falls short of its true potential, there are numerous avenues for expansion. Nonetheless, bilateral trade has almost tripled in the last couple of years showing great potential. In 2023, the total volume of trade between the two countries amounted to 27 million US dollars.  Pakistan’s textile industry and agricultural products can find ready markets in Azerbaijan. Expanding cooperation in transportation and logistics can further facilitate trade, unlocking the true economic potential of the relationship. Another important area for trade can be Information Technology. The Azerbaijan–Pakistan Technology Forum in 2022 provided a strong basis to this partnership.

Both Azerbaijan and Pakistan, being Muslim-majority nations, understand the challenges posed by Islamophobia. They can leverage their strategic partnership to counter this global menace by advocating for interfaith dialogue, promoting religious tolerance and collaborating on international platforms to combat discrimination and prejudice.

The future of the Azerbaijan-Pakistan relationship holds immense promise. By further collaborating in areas like education, technology, agriculture and infrastructure development, the two nations can elevate their partnership to even greater heights. Additionally, exploring cooperation in emerging fields like cybersecurity and digitalization can create new opportunities for mutual benefit.

The recent landmark deal between the Pakistan Aeronautical Complex (PAC) and the Azerbaijan Air Force for the sale of JF-17 Block III fighter jets, valued at a staggering $1.6 billion, marks a significant milestone in this burgeoning partnership. This historic agreement not only underscores the growing prowess of Pakistan’s defence industry globally but also reinforces the nation’s commitment to fostering regional security and stability.

This strategic collaboration, which includes the supply of aircraft, comprehensive training and munitions, further solidifies the robust capabilities of PAC in delivering cutting-edge defense solutions tailored to modern air forces. Moreover, it amplifies Pakistan’s strategic partnerships and bolsters its geopolitical influence, contributing to enhanced regional defense cooperation with Azerbaijan Air Force.

The relationship between Azerbaijan and Pakistan is indeed a flourishing partnership built on a strong foundation of shared values, mutual respect and strategic alignment. The future of this strategic alliance is indeed bright, filled with immense potential for progress and collaboration.
