In the Sindh Assembly, a motion to address the lack of implementation of the 1991 Water Accord by the Indus River System Authority (IRSA) was presented, calling for the equitable distribution of water among provinces as per the agreement. The motion was introduced by NisarKhuhro, who emphasized the need for strict adherence to the 1991 Accord, which outlines the distribution of water among provinces.
Khuhro reminded the assembly that the agreement was signed by representatives including Muzaffar Shah from Sindh and Shah Mahmood Qureshi from Punjab, among others. Currently, the province faces a situation where, despite the presence of ample water due to floods, the distribution remains inequitable.
Khuhro argued that according to the 1991 Accord, the first right to water belongs to the tail-end users. He suggested that if this principle is to be upheld, the IRSA chairman should also come from a province at the tail end of the water distribution system. Khuhro criticized IRSA for its inconsistent water distribution practices, stating that the authority sometimes operates on a three-tier basis and at other times on different criteria. He proposed that the Sindh Assembly pass a resolution reminding the federal government to ensure that water distribution among provinces follows the 1991 Accord. The motion’s text urged IRSA to enforce the 1991 agreement and ensure fair water distribution. The assembly will discuss Khuhro’s motion further on Friday.
