CSS results: Progress needed

The announcement of CSS examination results for the year 2023 by Federal Public Service Commission (FPSC) brings both a glimmer of progress and a sobering reality check. While pass percentage has shown a slight improvement from previous year, standing at 2.96%, the stark figures reveal that out of 13,008 candidates who appeared, only 401 succeeded in clearing the examination.

In our view, several factors are behind the decline in pass percentage. One notable issue is low academic standards, leading to a pool of candidates ill-equipped to meet demands of the examination. Additionally, there is a lack of interest among talented youth in pursuing careers in the civil service, opting instead for more lucrative or socially esteemed professions.

The prevailing emphasis on rote learning and selective study further exacerbates the situation. The CSS examination necessitates a comprehensive understanding of various subjects, requiring candidates to delve beyond in-depth knowledge. However, prevailing trend in education often prioritises memorisation over critical analysis, resulting in candidates ill-prepared for rigors of the examination. To address these challenges, it is imperative to revamp the approach to CSS preparation. Candidates would benefit significantly from broadening their understanding and interpretation of subjects, moving beyond confines of prescribed textbooks and rote memorisation. Emphasising inferential knowledge and critical thinking skills will better equip aspirants to tackle complexities of the examination.

Furthermore, there is a need for greater incentives and support for individuals entering the civil service. Offering better packages can attract talented individuals who might otherwise overlook public service as a viable career option. Enhancing appeal of civil service positions will not only bolster quality of candidates but also invigorate bureaucracy with fresh perspectives and innovative ideas.
