United Nations Human Rights Council was informed that Indian illegally occupied Jammu & Kashmir had been witnessed sanctions by the occupation state and the indigenous population had been facing more shrinking civic spaces.

A statement delivered by Dr. Shugfta Ashraf, a Kashmiri delegate, before the United Nations Human Rights Council, said, “People face crackdowns on expressing and using cyber spaces and are policed. The internet services are shut every now and then and using cyber spaces for the expressing ones political point of view is considered as an offence.”

The statement under Item 3 titled: Interactive dialogue with the Special Rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights, goes as:

Mr President, unilateral coercive measures and practices are contrary to international law, international humanitarian law, the UN Charter and the norms and principles governing peaceful relations among States, and highlights that on long-term, these measures have resulted in social problems and raised humanitarian concerns in the States.

My organization wants to draw the attention of the council to the fact that in some cases the states act as the sanctioning body and target the population who voice aganist the atrocities and for their basic rights. Indian Administered Jammu & Kashmir has witnessed sanctions by the state and the indegnious population has faced more shrinking civic spaces. People face crackdowns on expressing and using cyber spaces and are policed. The internet services are shut every now and then and using cyber spaces for the expressing ones political point of view is considered as an offence.

Madam Rapporteur, My organization urges that in the next report more inputs from victims and affectees may include, using a remote mechanism as there is severe cyber survillence and the people may face reprisal for raising concerns. I thank you Mr President.—KMS
