CPEC phase-II and Jiang Zaidong’s doctrine: A Probable Future

The emerging socio-economic, geopolitical and geostrategic trends and “conflicting” realities in the region and around the world clearly spark the strategic importance of holistic and comprehensive national security for the Chinese workforce and the CPEC Phase-II in the country.

Moreover, even looming threats of climate change, water scarcity, terrorism and radicalization also demand redrafting, revision and re-implementation of national security to safeguard the vested interests pertaining to the safety and security of the Chinese people working in the mega projects of CPEC Phase-II in the country. However the Chinese Ambassador to Pakistan Jiang Zaidong’s “doctrine” of national security has an ideal policy “framework” to resolve these issues in the country.

Thus Chinese socialism having a comprehensive concept of national security must be followed and implemented in the country which would create win-win propositions for both the countries and further foster bilateral economic ties and brighten the prospects of greater regional connectivity through BRI-CPEC Phase-II development in the days to come.

Despite terrorist attacks against the Chinese workers and the CPEC projects in the country, the Chinese policy makers in Beijing and its ambassadorial staff, Chinese Ambassador to Pakistan Jiang Zaidong showed great commitments to follow President Xi Jinping cause of socialism with Chinese characteristics promoting the rejuvenation of the Chinese nation entering a critical stage and China’s development has placed higher demands on national security.

Recently, Chinese Ambassador to Pakistan Jiang Zaidong’s remarks have exemplified a significant shift in the approach to national security, aligning closely with President Xi’s holistic vision. Zaidong emphasizes people’s security as the paramount objective, integrating political and economic security as fundamental pillars. This approach not only strengthens Sino-Pak bilateral relations but also bolsters persuasion of CPEC Phase-II. Zaidong advocates for a comprehensive national security concept encompassing military, cultural and societal security, aiming to ensure international security as well. He underscores the importance of internal and external security, homeland and public security and both traditional and non-traditional security measures. This holistic approach, addressing threats like climate change, natural disasters, terrorism and radicalization, underscores the imperative of ensuring the safety and security of Chinese personnel working on various CPEC projects through joint or hybrid security arrangements.

As a true and trustworthy iron-clad friend of Pakistan, China’s commitment to Pakistan’s prosperity, stability and sovereignty remains unwavering, even in the face of fatal terrorist attacks against its citizens working on CPEC projects in the country. Rather than faltering, China appears ever-ready to advance the concept of national security with Chinese characteristics, offering a holistic and comprehensive solution to building a world characterized by lasting peace and universal security. This same model of national security is poised to be replicated in Pakistan, given its status as an all-weather strategic cooperative partner. This further strengthens the connotation of a China-Pakistan community with a shared future, continuously enriched through mutual cooperation.

The Chinese Ambassador’s policy guidelines through his latest statements expressed China’s readiness to strengthen further counter-terrorism and security cooperation with Pakistan but also showed firm steadfastness for the further diversification of the CPEC Phase-II in the country covering all aspects of further cooperation and collaboration through upgraded version of CPEC consisting of inclusion of third country and enterprises in the ongoing CPEC projects in the country. Thus continuation of strategic cooperative partnership of Pak-China is the only way out to cope with the western-sponsored hegemonic dominance in the region and root out seeds of imperialism at the international stage.

Unfortunately, recent incidents of terrorism in the country have started a new debate and forces of evils and pseudo intellectual’s devils jointly pushing us towards close ally blaming regional and international power politics and the US-China relationships uneasiness for deteriorating law & order situation. It is a bitter reality that the Chinese workforce engaged in numerous projects of the CPEC in the country is being targeted as part of the ongoing power politics and proxies reactively pulling us towards a new end game.

The US mantra of so-called debt trap, China’s economic peak or collapse and, most importantly, China’s containment in the region are giving us a tough time to achieve the desired goals of socio-economic stability, sustainability and political cohesion in the country. However, the Chinese Ambassador’s new remarks have once again mitigated all false and fake propaganda of the western forces by pledging strong commitment of cooperation on development and prosperity fronts via continuation of the CPEC projects in the country. It is indeed a clear message to all the conspirators of economic stability and sustainability and development that their plans of sabotaging the CPEC and Pak-China friendship would never succeed.

The Chinese Ambassador rightly emphasized plugging-in existing flaws and faulty lines in national security and provided foolproof security arrangements to all the Chinese engineers and technicians working on all the important development projects in different parts of the country. Thus national security and further development and continuation of the CPEC Phase-II are directly correlated.

In summary, safeguarding the entire Chinese workforce is paramount, with all stakeholders, including civilian and military authorities, prioritizing their safety. A swift and thorough investigation into the Bisham terrorist attack is crucial. A comprehensive crackdown, including military operations, is necessary to eliminate terrorism and foster favourable conditions for advancing China-Pakistan strategic cooperation. Under Prime Minister Shehbaz Sharif’s leadership, the Pakistani government is dedicated to these objectives, with upgraded security measures for Chinese nationals overseen by the Prime Minister himself. Chinese authorities are actively engaged in ongoing investigations into the Bisham attack.

It is good omen that the Special Investment Facilitation Council (SIFC) is gearing economic advocacy campaigns successfully securing and seeking more and more inflows of the FDIs and joint ventures in the country which should also be involved in the safety & security of the Chinese workforce engaged in the CPEC projects in the country giving a message of national unity, protection, productivity and prosperity.

Xi’s socialism with Chinese characteristics combing and caring all aspects of national security consisting of human, natural, geographical, geo-strategic, geo-economics, cultural and military securities must be implemented in the CPEC Phase-II so that evil forces of terrorism, economic instability, political chaos and spirits of radicalization may be eradicated from the grassroots. Innovative models of human security through building of the walled cities and hybrid security living proportions along with joint security at least at civilian level must be followed for the safety & security of the Chinese workforce and the CPEC projects in the country.
