18th amendment created state within state: Wasim

Mayor Karachi Wasim Akhtar said the 18th amendment in the constitution created state within the state. Sindh government withheld all powers and the authority of councilor was being utilized by the provincial minister.
Mega projects were responsibility of the KMC and the provincial or federal government could not initiate such a project if these are not approved by the KMC Council, however the constitution has been violated and works beyond authority done here. He expressed these views while addressing to a gathering of newspapers editors and their owners in the Editors Club of the Council of Pakistan Newspapers Editors (CPNE) on Monday. Mayor Karachi said we are ready to accept the offer of Bilawal Bhutto Zardari, however the People’s Party must have to correct the local government system first and only after that we could think any cooperation with them.
He said the federal and provincial government was violating the constitution and SLGA 2013. More than 18 organizations were providing basic municipal services to people in the city, how these problems could in such circumstances are solved. He said the government was recovering he local taxes and KMC facing short fall of Rs6 crore in disbursement of staff salary.
He expressed hope that the Chief Justice of the Supreme Court would now initiate action on my petition regarding city problems. Mayor Karachi said that sewerage condition in city was going worsened and this spread the diseases.
KMC hospitals being run through donations by city well offs. He said he went to every political party after elected as mayor of Karachi for joint efforts and cooperation but no one supported.
He said that MQM could not take advantage of the powers it got in past and no such policies could be made which could facilitate the people.
Secretary General CPNE Club Dr. Jabbar Khattak and Deputy Secretary General Aamir Mehmood also spoke on this occasion whereas the chairman of the club Hamid Hussain Abidi thanked the mayor for his visit and also announced to give the honorary membership to the mayor Karachi.
