CDA Chairman faces Show-Cause Notice in 26Year old Land Dispute Case

Cda Chairman Faces Show Cause Notice In 26year Old Land Dispute Case

ISLAMABAD – A 26-year-old legal battle prompted Islamabad court to issue show-cause notice to CDA chairman and ordered him to appear in person over authority’s alleged failure to implement judicial decree dating back to 2000.

The case has taken serious turn after years of litigation, repeated court orders and even the issuance of arrest warrants failed to bring the long-running land compensation dispute to a conclusion.

Civil Judge Nasiruddin issued latest directions while hearing the case titled Muhammad Rashid versus Chairman CDA, questioning the continued non-implementation of a decree that was subsequently upheld by the Supreme Court of Pakistan. The dispute started more than two decades ago when Muhammad Rashid’s land was acquired by the CDA.

The petitioner maintains that despite surrendering his property, he was denied the benefits and entitlements promised under the authority’s rehabilitation and resettlement policy.

Even the Supreme Court’s endorsement of the original decree did not bring the dispute to an end, according to the petitioner’s position. The matter had previously reached a stage where the district court issued arrest warrants against the CDA chairman over the authority’s failure to comply with judicial directions.

During the latest proceedings, Barrister Hasnain Haider Thaheem, representing Muhammad Rashid, urged the court to take decisive steps to secure the complete implementation of the outstanding decree. He pressed for enforcement of the judicial decision, highlighting the petitioner’s prolonged struggle to obtain the benefits awarded under the law.

After hearing, Civil Judge Nasiruddin issued a show-cause notice to the CDA chairman and directed him to appear personally before the court at the next hearing.

The order places fresh pressure on CDA Chairman Lt. General (Retd.) Sohail Ashraf, who also holds the office of Chief Commissioner Islamabad. Ashraf was appointed CDA chairman in April 2026, replacing Muhammad Ali Randhawa. The latest proceedings have now brought the authority’s longstanding compliance dispute directly before its current leadership.
