Islamabad’s Tele Town Housing Scheme faces Action as CDA revokes Layout Plan

Islamabads Tele Town Housing Scheme Faces Action As Cda Revokes Layout Plan

ISLAMABAD – Tele Town Housing Scheme project was launched over 20 years ago with promises of development but landed in serious trouble in Islamabad.

The housing project launched more than two decades ago faced serious regulatory trouble after Capital Development Authority (CDA) cancelled the layout plan of Tele Town Housing Scheme in Islamabad, ordered the sealing of its office and directed action against illegally constructed buildings, raising fresh concerns for plot buyers and investors.

The action against housing scheme in Islamabad’s Zone V comes after years of alleged non-compliance, repeated official warnings, complaints from citizens and an audit objection over the management’s failure to meet development-related conditions. According to an official letter and public notice issued on October 21, 2026, the CDA has withdrawn the layout plan approval of the 499.50-kanal housing project operated by M/s Tele Town Private Limited with immediate effect.

The crackdown extends beyond the cancellation of the layout plan. CDA has directed its Director Enforcement East to proceed with the sealing of the housing scheme’s office.

Separately, Director Building Control South has been instructed to identify buildings and structures constructed without approved building plans and initiate proceedings for their demolition or removal in accordance with the law. The directive applies to unauthorised structures where such violations are established. It does not constitute an order to demolish every building in the housing scheme.

The authority has also initiated steps that could lead to the removal or demolition of structures constructed without approved building plans.

Official records reveal that the CDA initially granted conditional approval to Tele Town Housing Scheme’s layout plan on March 24, 2023. However, more than three years later, the developer had still failed to meet the conditions attached to that approval.

CDA issued compliance notices in March and December 2023, followed by additional notices in August and November 2024. As the management allegedly continued to disregard regulatory requirements, the authority escalated the matter by issuing show-cause notices on May 27 and December 2, 2025.

One of key aspects highlighted in CDA’s communication is the project’s prolonged development history. The authority said that more than 20 years had passed since the housing scheme was launched and advertised, yet complaints continued to pour in from citizens over the absence of required development work.

The prolonged delays also attracted the attention of the Directorate General of Federal Audit, which raised an audit objection over the failure to comply with the conditions imposed when the layout plan was approved. The combination of unresolved development issues, repeated regulatory violations and audit concerns ultimately prompted the CDA to revoke the approval.

CDA has also sought assistance from Islamabad’s civil administration and law enforcement authorities to implement its directives. Deputy Commissioner and Senior Superintendent of Police Islamabad have been requested to issue instructions to the relevant magistrate and Station House Officer (SHO).

The objective is to ensure enforcement of CDA regulations and compliance with the relevant judgment of the Islamabad High Court. Copies of the official communication have also been forwarded to the National Accountability Bureau’s regional office, the Federal Investigation Agency’s Islamabad Zone and other concerned departments.

However, the circulation of the notice to NAB and FIA does not, by itself, establish that either agency has launched a criminal investigation.

CDA instructed Islamabad Electric Supply Company (IESCO) and Sui Northern Gas Pipelines Limited (SNGPL) to ensure that utility connections are provided only in accordance with approved layout and building plans. The directive places additional regulatory pressure on unauthorised development within the housing scheme.
