ISLAMABAD – Electricity subsidy abuse prompted stern response from power authorities as a massive crackdown is set to be launched after Eidul Azha.
Recent rumors about ban on installing second electricity meters in residential properties have been officially denied by Power Division, calling such claims misleading while authorities announced crackdown on the rising misuse of multiple electricity meters to exploit subsidized electricity rates.
Houses with separate circuits, entrances, and kitchens remain eligible to apply for additional meters under NEPRA’s Consumer Services Manual 2021. Spreading false information about a ban is a punishable offense under the Prevention of Electronic Crimes Act (PECA), and the public is urged to rely on verified sources.
At the same time, a new initiative has been launched starting in Faisalabad to tackle the growing practice of installing multiple meters in one household to unlawfully benefit from subsidized electricity rates intended for “protected consumers” who use less than 200 units per month. Many consumers have been splitting consumption across several meters to stay under the subsidy limit and avoid higher tariffs.

Under new rules, users exceeding 200-unit threshold cumulatively across all meters will be disqualified from subsidies. A six-month consumption review period and advanced digital monitoring systems will be introduced to detect and prevent meter splitting.
Authorities will also conduct on-site inspections to identify clusters of meters operating within the same premise.

Consumers have already reported changes as the crackdown targets misuse involving heavy appliances such as air conditioners connected to secondary meters. This enforcement is expected to discourage illegal practices in both urban and rural areas, promoting fair billing and electricity usage.
The Power Division reaffirmed that while multiple meters are allowed under legal provisions, strict measures remain in place to prevent electricity theft and ensure subsidies reach only genuine low-consumption users. LESCO, FESCO and other power companies consumers are encouraged to cooperate with electricity distribution companies and avoid sharing misinformation that causes unnecessary public concern.
