THE proposals put forward by Director General of the Punjab Anti-Corruption Establishment Sohail Zafar Chatha, represent a comprehensive effort to tackle corruption and inefficiency across the province’s key departments. The recommendations, submitted to Chief Minister Maryam Nawaz, outline a systemic approach to curbing entrenched malpractices and promoting transparency through digitization, stringent accountability and structural reforms. By transitioning from discretionary, paper-based systems to technology-driven processes, the proposals aim to minimize human intervention in sensitive areas, thereby reducing opportunities for bribery, manipulation and misuse of authority.
In the revenue sector, notorious for corruption, the DG has proposed a time-bound, location-specific, and device-restricted login system for registry branches to prevent unauthorised access to land records. Integration with the Federal Board of Revenue for real-time verification of tax status, mandatory site visits for land documentation and the elimination of private intermediaries in patwar offices are measures designed to ensure accuracy, accountability and integrity in land administration. Similarly, blocking disputed records at Arazi Record Centres is expected to prevent fraudulent transactions. The reform agenda extends beyond revenue. In policing, recommendations include expanding digital service delivery, equipping Traffic Police with body-worn and vehicle-mounted cameras and strengthening investigation funding to ensure efficient law enforcement. In public procurement and local governance, proposals call for end-to-end digitization, e-procurement systems linked with banks, elimination of physical contractor presence during bids and third-party audits to guarantee transparency. Health and food departments have also been targeted for systemic improvement. Centralised procurement of medicines, electronic prescriptions linking doctors and pharmacies, GPS-tracked grain transportation and independent inspection teams are measures designed to enhance accountability, reduce leakages and improve service delivery. Across all sectors, the underlying principle is clear: Eradicating corruption and plugging leakages wherever they exist is essential to ensure the efficient and effective use of public resources, thereby directly improving the lives of the people of Punjab. These proposals constitute a roadmap for preventive governance rather than reactive enforcement. They reflect a vision of a modern, transparent and accountable provincial administration. Confidence is high that Chief Minister Maryam Nawaz will give due consideration to these far-reaching recommendations and provide the green signal for their swift, across-the-board implementation.
