THE ML-1 project, a cornerstone of CPEC, has experienced numerous delays over the years. However, the recent approval from the cabinet under Prime Minister Shehbaz Sharif raises hope that this critical infrastructure upgrade will finally move forward and become a reality. Initially estimated at $9.85 billion, the ML-1 project’s cost has been revised to $6.68 billion. The project aims to expand and modernize Pakistan’s railway network by constructing an additional rail track from Karachi to Peshawar, spanning a total of 1,726 kilometres.
The importance of ML-1 extends beyond mere infrastructure enhancement. Its successful implementation is poised to revitalize Pakistan Railways which has long struggled with inefficiencies and financial difficulties. The addition of modern facilities and the potential for speeds up to 160 km/h will not only boost connectivity between major cities like Karachi, Multan, Lahore and Peshawar but also attract a significant number of passengers who have historically turned to other modes of transport due to the railway system’s outdated infrastructure. The phased execution plan is a strategic approach to manage resources and ensure the project’s success. However, given the project’s history of delays under previous governments, there is an urgent need to avoid any further setbacks. The focus must be on efficient project management and timely completion to prevent history from repeating itself. Since China is involved, we are confident that the project will be executed to the highest standards of quality, promising to meet both durability and performance expectations. The project will not only improve Pakistan Railways operational capabilities but also have the opportunity to increase its revenue through higher passenger volumes and more efficient freight services. This modernization effort should emphasize infrastructure that can support high-speed trains. The strategic importance of ML-1 cannot be overstated. Its successful completion will not only transform Pakistan Railways but also bolster regional connectivity and economic growth, making it a pivotal development for the country’s future.
