Interestingly its 5000-character highlighting clearer blueprint for China’s development over the next five years and beyond. Hopefully, China will stay on its established course toward a brighter future by maintaining strategic resolve and enhancing national confidence of success and focusing on managing domestic affairs. The communiqué also maintains harmony and unity among the different organs of the state and its relationship towards common people stressing both working jointly to fulfill the 15th Five-Year Plan.
Following its announcement, the communiqué became a major topic across regional and international media, underscoring policy continuity, stability and people-centric governance. It conveys a strong message of economic stability, sustainability and social vibrancy, reflecting China’s remarkable progress in diverse sectors including economy, education, health, women empowerment, job creation and poverty eradication. Evidently, Chinese development philosophy ensures that the socio-economic dividends are shared by the vast majority of the people, effectively avoiding issues such as wealth polarization and social fragmentation commonly seen in the so-called Western developed societies. Interestingly, communiqué also drastically distinguishes development philosophies of China and the West. It has become a game for capital and narrow interest groups, however, China still remains committed to advancing the fundamental interests of the overwhelming majority of its people showing its people’s friendly governance which is gross-rooted and consultative in nature. Hence it has become an icon of social stability and harmony sparking togetherness, tremendous strength and unity to strive forward.
Precisely it is pro-development, dialogue, diplomacy working restlessly for stable growth, stable policies and stable expectations. It upholds the message of certainty, credibility, predictability, prosperity disoding elements of inconsistency, unpredictability and whims wishes for unilateralism gearing towards economic protectionism casting a shadow over world peace and development. Tremendously, China’s development follows a clear direction with strong determination, further advocating the world with “China confidence.” It also reflects the top-level design for developing new quality productive forces and formation of new driving forces based on local conditions based on the solid advancement of common prosperity through high-quality development, or the systematic plan to accelerate the formation of a new development pattern. Noticeably, the communiqué reflects the plenary session’s far-sighted vision of global trends and its pragmatic, problem-oriented approach. It is both highly targeted and practical, a plan that embodies the spirit of the times while staying closely connected to reality.
In summary, communiqué of the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) shows salient features of the Chinese modernization, socialist economic characteristics and formation of new driving force through strategic planning, economic coordination and people’s participation (3.2 million suggestions) reflecting gross-rooted people’s democracy of China and the party. Thus it is anti-protectionism, decoupling, delinking and discarding false and fake overcapacity notions of the West. It has universal appeal and attraction good for further strengthening of economic globalization and international cooperation through global shared prosperity for all.
The guiding principles are based on immense socio-economic prosperity, balanced development focusing on innovation, diversification, modernization, qualitative industrialization and high development for the 15th Five Year Plan. Last but not least, it is indeed custodian and guarantor of a qualitative life in which targets of the 15th Five Year Plan would be essential. It shows China’s unmatched resilience and endurance in development; robust institutional framework and strong implementation capacity delivers promises with unshakable credibility. It is a giant step towards further strengthening of building a community with a shared future for humanity will make ever greater contributions to world peace and development.
