New UAE Labor Law comes into effect with massive fines on hiring Visit Visas holders

DUBAI – United Arab Emirates, a home to millions of expats, made key changes in its Labour Law, and from now onwards, there will be massive fines on firms hiring visit visa holders.

The labor law of Middle Eastern nation is set to limit employers from hiring individuals on visit visas. With new law in place, those hiring visit visa holders without job confirmation will be slapped fines of up to 1million AED.

UAE Consultancy firm said the government’s new move aims to uphold workers’ rights and ensuring legal employment practices in the state. The tweaks in law wee designed to address the exploitation of visit visa holders, who are sometimes promised work permits and residency after their tourist visas expire, often without receiving payment for their work.

UAE Labour Law Amendment 2024

In recent cases, a foreign national was terminated and had to pay Dh5,500 in fines for overstaying his visa before leaving the country. UAE government clearly states that working on a visit or tourist visa will attract penalty, and strict action.

Employment is only allowed after receiving an offer letter from the Ministry of Human Resources and Emiratisation (MOHRE). Legal experts strongly advise employers against allowing visitors to work illegally, as this can result in severe legal consequences.

UAE’s new penalties are intended to deter violations and increase accountability. The amendments also offer enhanced protection for employees, making it less likely they will face illegal or unfair treatment. Furthermore, changes related to small employment claims and MOHRE’s role in resolving disputes aim to streamline the legal process, benefiting both employees and employers by making it more efficient and less costly.
