ISLAMABAD – Sigh of relief for existing solar users in Pakistan as nothing changes for you right now amid major changes. Your current financial benefits are safe for the duration of your contract, as long as you do not expand your solar system’s capacity.
National Electric Power Regulatory Authority (NEPRA) has confirmed that existing solar consumers will continue to benefit from the net metering system. The authority has issued a new notification amending the solar policy.
Protection for Existing Agreements
If you already have a valid net-metering agreement (license) issued under the old regulations, your billing rates and mechanisms will not change. You will continue to be billed according to your original contract until that agreement expires. This protection only lasts as long as you keep your system exactly as it is.
If you make material modification, specifically one that increases the maximum electrical output, adding more solar panels to increase your kW capacity, your old agreement becomes void. If you upgrade your system’s capacity, you will likely be moved to the new (and potentially less favorable) 2026 regulations.
The notification said this rule is backdated to February 9, 2026. This means any billing disputes or agreement questions that have arisen since early February will be governed by this specific clarification.
According to NEPRA, current solar net metering customers will face no changes in their contracts, and their licenses will remain valid for their original term. Billing for these consumers will continue exactly as per their previous agreements. However, customers who choose to increase or modify their solar capacity will not be able to retain the old rates.
The notification also revealed that NEPRA had earlier scrapped the unit-for-unit system for net metering customers, switching to net billing for both new and existing solar users, ensuring major shift in how solar energy is credited going forward.
