Strengthening state-citizen relations in Balochistan

 

Decades of poor governance, political neglect and chronic underdevelopment in Balochistanhave left the province mired in socio-economic and socio-political turmoil. These conditions have been systematically exploited by hostile actors.Successive provincial governments and elected representatives have shown limited concern for the worsening socio-economic conditions of the people. As a result, trust between the state and society has steadily eroded, creating fertile ground for manipulation. External intelligence networks have exploited these vulnerabilities with precision, feeding into sub-nationalist narratives and pushing segments of the population, especially the youthtowards disillusionment and militancy. Over the years, sub-nationalist organizations have consolidated their presence while challenging the writ of the state, deceiving young people with agendas that ultimately undermine their future and the future of the province.

This troubling situation demands a candid introspection and a timely course correction. To restore normalcy and rebuild the trust deficit, both the federal and provincial governments, along with state institutions, must adopt a comprehensive and people-centric strategy. The foremost requirement is sustained engagement with the people especially the youthacross three interconnected domains: social, economic and political.Social engagement is the most crucial starting point. The youth and general population require immediate attention, reassurance and clarity. A sincere and culturally sensitive engagement strategy can help prevent their drift toward militancy.

While interacting with the people, it is essential to respect local culture, customs and traditions. Honour and dignity hold prime importance in Baloch society; understanding this ethos is key to building trust. The engagement must be grounded in empathy, respect and a genuine acknowledgment of the people’s grievances.Once social confidence is rebuilt, economic and political engagement can serve as catalysts for long-term stability. Economic revival requires that the masses be given a tangible stake in the province’s development and decision-making. This includes involving local notables, educated youth and community elders at the grassroots level. Political engagement must aim at empowering communities through inclusion and ownership rather than symbolic participation.

At the heart of this strategy lies the dual process of identifying socio-economic vulnerabilities and investing in sustainable solutions, not as temporary assistance, but as long-term, future-oriented interventions. Job creation, skill development, and equitable distribution of resources must become provincial priorities.Empowering the deprived segments of society through a gradual, collective approach will significantly reduce social and economic grievances. Educational institutions require urgent attention. Teachers must be motivated, trained and supported to play a transformative role in shaping young minds. Schools and colleges, especially in remote areas, need proper infrastructure, supplies and administrative support.Similarly, the provision of basic civic amenities; healthcare, clean drinking water, food security and accessible transportationmust be treated as essential pillars of the province’s development. Without these fundamental services, no long-term strategy can succeed.

Confidence-building measures (CBMs) between the public and the provincial administration, as well as between locals and security forces, are equally important. These CBMs must cultivate a sense of security, not fear. The people must trust that security forces exist to protect them from militants. Militants must be isolated through local community mechanisms rather than solely by state institutions. Those inclined toward violence or sub-nationalist agendas should be engaged by community elders and opinion leaders, with pathways offered for mainstreaming. This could include economic incentives, rehabilitation programs and social reintegrationapproaches that prevent further alienation.The overarching goal must be to restore the people’s trust in the state and its institutions.

The situation in Balochistan today demands large-scale, sincere, and visible engagement, especially with the youthbacked by concrete reforms and tangible outcomes. Deprivations must be addressed directly and transparently, rather than relying on feudal intermediaries or political elites who often perpetuate the status quo.With a visionary and determined approach, the recommended measures can begin to take effect and reverse years of mistrust and exploitation. It is imperative that all stakeholders work together to defeat the malicious designs of hostile forces.

In fact, Pakistan faces new forms of warfare; the Hybrid and Fifth-generation warfare, that target the state and its masses simultaneouslyat physical, economic, social and political level. The enemy no longer appears only at the borders; it infiltrates through screens, narratives, misinformation and propaganda intended to divide society and weaken national cohesion.It is therefore critical for the people of Pakistan to reject manipulated narratives, foreign-sponsored agendas and the proxies of external spying networks. National unity, awareness and resilience are the strongest shields against these contemporary threats.Balochistan’s peace, prosperity and integration into the national mainstream are essential for Pakistan’s stability. Through sincere efforts, inclusive development and trust-building, the people of this resilient province can be brought back to the centerstage of national progress. There is a dire need to strengthen relationship between state and citizen of Balochistan Province through good governance and CBMs.
