Pakistan has urged the international community to prevent artificial intelligence (AI) from becoming another front in the global arms race, calling for stronger safeguards and inclusive governance.
Deputy Prime Minister and Foreign Minister Ishaq Dar made the remarks at a UN Security Council briefing on AI and international security chaired by France.
Dar stressed that human judgment and control must remain central to AI development and deployment, particularly in military applications, where safeguards are needed to reduce the risks of miscalculation and rapid decision-making.
He warned against allowing AI to become concentrated among a few countries or companies and called for international cooperation to address risks including misinformation, cyberattacks and threats to critical infrastructure.
Dar also said efforts to regulate AI must not become a means of denying technology to developing countries. He called for AI governance through representative and inclusive forums under UN auspices.
The briefing was attended by OpenAI CEO Sam Altman, Anthropic CEO Dario Amodei, Hugging Face CEO Clement Delangue and UN AI panel co-chair Yoshua Bengio.
French Foreign Minister Jean-Noel Barrot backed international cooperation on AI rules, while US technology policy chief Michael Kratsios said rapid AI development was not a reason to halt progress or impose new governance structures.
