ISLAMABAD – The amended Pakistan Oil Refining Policy 2023 places a strong emphasis on shifting domestic fuel production toward cleaner petroleum products while reducing the output of furnace oil.
Officials informed the Cabinet Committee on Energy that refinery upgrades would enable the production of Euro-4 and Euro-5 compliant fuels, helping Pakistan meet environmental commitments and supply consumers with higher-quality petrol and diesel.
The revised policy also seeks to reduce furnace oil production, which has become increasingly difficult for refineries to manage because of declining demand and storage constraints.
Prime Minister Shehbaz Sharif said modernizing existing refineries would help meet the country’s growing energy requirements, reduce reliance on imported fuels, and strengthen Pakistan’s overall energy security framework.
The government has also directed relevant authorities to ensure timely implementation of the amended policy and promote investment in the refining sector through outreach initiatives in Gulf countries.
