ISLAMABAD – Federal Minister for Religious Affairs and Interfaith Harmony Chaudhry Salik Hussain unveiled the Hajj Policy 2025 on Monday, announcing quotas for private and state-sponsored scheme.

The total Hajj quota for the country in 2025 has been set at 179,210, with a 50:50 split between government and private Hajj schemes. This means 89,605 seats will be available under each scheme.

A notable feature of the year’s policy is allocation of 5,000 seats under government scheme for the Sponsorship Program, which will allow participants to send foreign exchange through banking channels to secure a spot. An additional 30,000 seats will be made available for the private Hajj scheme’s sponsorship program.

Minister Salik Hussain further explained that Sponsorship Program under government scheme will follow a “first come, first served” policy, with no lottery required for those who opt for this route. He emphasized that the foreign exchange collected through this program will be used exclusively for covering Hajj-related expenses in Saudi Arabia.

For a state-run scheme, there will be two types of packages: one package of 38 to 42 days, and Short Package, which will span 20 to 25 days. The expected cost for the government scheme in 2025 will range from Rs1,075,000 to Rs1,175,000. Additionally, a sacrificial animal will cost PKR 55,000, while accommodation in Makkah will require an extra fee of Rs 220,000 for a double-bed room and Rs75,000 for a triple-bed room.

Regarding the payment process, minister outlined that first installment of Rs200,000 must be paid along with the Hajj application. Within 10 days of the lottery result, applicants must submit Rs400,000. The remaining balance will be due between February 1 and 10, 2025.

Minister also clarified conditions surrounding refunds: applicants who withdraw their applications before the final payment deadline will receive a full refund. However, if they cancel after the lottery, Rs50,000 deduction will apply. Failure to pay the third installment will result in a PKR 200,000 deduction, and no refunds will be issued after February 10, 2025. In the unfortunate event of an applicant’s death, no deductions will be made.

Minister concluded by highlighting the importance of adhering to these procedures to ensure a smooth and transparent Hajj process for all eligible pilgrims.
