Hajj policy

THE approval of first-ever four-year Hajj Policy and Plan (2027–2030) by the federal cabinet is a welcome step towards making the sacred journey of Hajj more organised, accessible and convenient for pilgrims. A long-term policy framework will not only improve planning and coordination but also ensure that necessary reforms are implemented in a consistent and effective manner.

One of the most appreciable features of the new policy is the introduction of a Shariah-compliant Hajj savings scheme. It is the desire of every Muslim to visit the holy places at least once in a lifetime and perform this sacred obligation. However, for many people, financial limitations make it difficult to fulfil this dream. The savings scheme will provide an opportunity to aspiring pilgrims to gradually save for Hajj through a system aligned with Islamic principles. This initiative can enable a larger number of people to prepare for and undertake the pilgrimage with ease. The decision to fully digitise Hajj operations is another significant step. The introduction of online payment facilities, digital registration, complaint management and monitoring systems will bring greater transparency and efficiency to the entire process. It will reduce procedural difficulties for pilgrims and help authorities respond more effectively to their needs. The provision allowing intending pilgrims to register for Hajj up to 2030 is also an important development. Advance registration and priority waiting lists will improve planning, provide clarity to applicants and allow the Ministry of Religious Affairs to manage arrangements in a more systematic way. Similarly, separate quotas for government and private Hajj schemes, along with long and short stay options, will provide greater flexibility to pilgrims according to their preferences and resources. The efforts of the Ministry of Religious Affairs to continuously improve the Hajj experience for Pakistani pilgrims every year are highly commendable. From better coordination and improved facilities to simplifying procedures, the ministry has shown commitment towards serving the pilgrims with dedication. These measures reflect a sincere effort to ensure that Pakistan’s pilgrims are provided with a comfortable and dignified experience during their spiritual journey. The newly approved policy further demonstrates a forward-looking approach towards Hajj management. Effective implementation, regular evaluation and attention to pilgrims’ feedback will be key to achieving its objectives.
