Dar-led 11-Member Committee formed to oversee KP Affairs amid Emergency

Dar Led 11 Member Committee Formed To Oversee Kp Affairs Amid Emergency

ISLAMABAD – The federal government formed a new administrative framework for Khyber Pakhtunkhwa after imposition of an emergency, with Prime Minister Shehbaz Sharif forming an 11-member monitoring committee to oversee the province’s governance, security and day-to-day affairs.

The move comes alongside a separate 11-member Advisory Council tasked with assisting the provincial governor in running government affairs under the new arrangement, marking a major shift in the administration of the province following the emergency proclamation.

Deputy Prime Minister Ishaq Dar will convene the federal monitoring committee, which will supervise governance and law and order while keeping track of routine administrative matters across KP.

The committee includes prominent federal ministers and political figures, including Rana Sanaullah, Azam Nazeer Tarar, Ahsan Iqbal, Amir Muqam, Tariq Fazal Chaudhry and Khalid Maqbool Siddiqui.

Pakistan Peoples Party (PPP), Balochistan Awami Party (BAP) and Istehkam-e-Pakistan Party (IPP) will also be represented, with one member from each party.

The federal government issued Federal Order No. 1/2026 to establish administrative mechanism following the constitutional proclamation dated October 11, 2026. The emergency was declared under Articles 232 and 234 of the Constitution, providing the legal basis cited for the new arrangements governing provincial affairs.

Under the order, the KP governor will conduct provincial government business on behalf of the federal government, with the assistance of an 11-member Advisory Council.

Who is who in the new KP Advisory Council as emergency, governor’s rule imposed?

The council is expected to support the governor in handling administrative responsibilities under the framework specified in the order.

Advisory Council comprises Tariq Mahmood Pasha, Dr Syed Aamir Abdullah, Lieutenant General (retd) Nigar Johar, Samar Haroon Bilour, Dr Sarfaraz Ali Shah, Aamir Javed, Dr M Irshad, Kifayatullah, Maulana Muhammad Tayyab Qureshi, Usman Saifullah Khan and Asif Rafiq.

Sanaullah Advocate has been named Advocate General of Khyber Pakhtunkhwa under the new arrangement. The order stipulates that provincial government business will be conducted in accordance with the relevant constitutional provisions and the Khyber Pakhtunkhwa Government Rules of Business, 1985, subject to the newly introduced framework.

It also authorises the governor to seek assistance from the Advisory Council while carrying out administrative duties.

The federal order states that the revised administrative mechanism will take effect immediately, putting the new framework into operation following the emergency proclamation.

The formation of the monitoring committee and Advisory Council establishes two separate mechanisms: one to oversee governance and security-related matters and the other to assist the governor in managing provincial government affairs.

The development places KP’s administration under a new federal oversight structure at a time of heightened political and security tensions between Islamabad and the Pakistan Tehreek-e-Insaf (PTI), which had governed the province.
