ISLAMABAD – The Capital Development Authority (CDA) has asked Habib Bank Limited (HBL) to ensure that its branches accept biometric verification as well as life and non-marriage certificates submitted by CDA pensioners.
In a letter issued by the CDA Directorate of Accounts on September 7, 2026, the authority said its pensioners were currently facing difficulties in completing biometric verification and submitting life and non-marriage certificates at their concerned bank branches.
The CDA said an online life verification system through the National Database and Registration Authority (NADRA) is planned for federal government pensioners. However, as an autonomous body, the CDA has not yet finalised or signed a memorandum of understanding or agreement with NADRA to activate the service for its pensioners.
The authority said that, in the interim, requirements for biometric or online verification were causing hardship and delays in the release of pensions for beneficiaries who depend on their pension payments for daily living expenses.
The CDA therefore requested HBL to instruct all its branches and staff to entertain and accept biometric verification and life/non-marriage certificates submitted by CDA pensioners.
According to the letter, the arrangement is to remain in place until the CDA completes its formal agreement with NADRA and shifts to the online verification system.
The CDA said prompt action by the bank would help facilitate its senior pensioners.
