THE government’s decision, confirmed by Minister for Planning and Development, Ahsan Iqbal, to slash PSDP by 10 percent marks a difficult but calculated response to mounting economic pressures.
The reduction from Rs. 1 trillion to Rs. 900 billion signals a clear shift in priorities at a time when rising fuel costs threaten to further burden ordinary citizens.
Reappropriation of funds at this critical juncture, when petroleum prices are at high levels in international market, is indeed the way forward. While cutting the development budget is far from an easy choice, the government appears to have had little option but to take this step in order to avoid passing additional fuel price increases onto the public. Encouragingly, the government is not relying solely on budgetary cuts but is also exploring targeted relief measures. The proposed mobile application–based quota system for subsidized fuel – developed in coordination with the Oil and Gas Regulatory Authority – aims to protect the most vulnerable segments of society, particularly motorcyclists and rickshaw drivers. These groups form the backbone of daily commuting and small-scale livelihoods and insulating them from high fuel costs is both a practical and equitable policy choice. There is also a compelling case for extending this relief to small cars, particularly those with engine capacities up to 800cc. Such vehicles are widely used by lower-middle-income households and often serve as sources of income through carpooling and ride-hailing services. Expanding the subsidy net to include these users would broaden the impact of relief measures. While austerity is necessary, it must not come at the expense of essential sectors. Any cost-cutting drive that results in the closure of schools or disruption of academic schedules would be deeply counterproductive. Education is not a discretionary expenditure, it is an investment in the country’s future. The government must ensure that classes resume as scheduled and that no compromise is made on the continuity of education. These are challenging times where fiscal discipline must be carefully balanced with social protection. The recent measures reflect an attempt to strike that balance. The road ahead will demand not just tough decisions, but also a steadfast commitment to safeguarding the welfare and future of the nation.
