KARACHI – The Sindh High Court (SHC) on Tuesday conditionally reinstated employees of the Benazir Income Support Programme (BISP) who were previously dismissed over allegations of misusing program funds.
During a hearing on the petitions seeking reinstatement, the court was briefed by government representatives and legal counsel from both sides. The government lawyer informed the court that the employees were terminated on charges of allocating BISP funds to their spouses and close relatives.
In response, the employees’ legal counsel argued that no misuse of authority had occurred. He explained that the employees who extended benefits to their wives did so within the framework of the program, as their household incomes were below the BISP eligibility threshold. He further contended that there is no legal restriction preventing deserving relatives from receiving BISP benefits.
The Sindh High Court ruled in favor of conditional reinstatement.
According to the court’s order, a formal inquiry must be conducted against the reinstated employees in accordance with relevant rules, and the investigation must be completed within three months.
The court clarified that the employees will not receive salaries during the inquiry period. However, if the inquiry is not concluded within the stipulated timeframe, salary payments will resume automatically.
