ISLAMABAD – Authorities in Islamabad launched a fresh crackdown on seven housing schemes in Zone 4, putting Al-Nafees Town, Rawal Town and JJ Housing Society among those facing sealing action. Despite repeated notices, CDA says the schemes continued development and marketing without the required approvals, triggering a decisive enforcement move against their site and marketing offices.
Capital Development Authority (CDA) ordered a major crackdown on seven housing schemes operating in Islamabad’s Zone 4, directing sealing of site and marketing offices over alleged violations of planning and zoning regulations.
The action, ordered through separate notifications issued on September 18, 2026, targets housing schemes operating in the Lehtrar Road, Kurri Road and Bani Gala areas. The CDA says the schemes allegedly commenced development and construction activities without securing approval of their layout plans and the mandatory No Objection Certificates (NOCs).
The crackdown has been initiated under the CDA Ordinance, 1960, ICT (Zoning) Regulations, 1992, and the Private Housing Schemes Regulations, 2023, applicable to Zones 2, 4 and 5. Under the regulatory framework cited by the authority, private sponsors cannot plan, launch or undertake development of a housing scheme in Islamabad without obtaining the requisite approval from the CDA.
Islamabad Housing schemes face action
- Al-Nafees Town — Lehtrar Road, Zone 4: Its marketing and site offices have been ordered sealed. The scheme was issued show-cause notices on October 6, 2025, and June 16, 2026.
- Mufti Mehmood Enclave — Lehtrar Road, Zone 4: Its offices have also been ordered sealed after notices issued on October 6, 2025, and June 16, 2026.
- Royal Homes/Residency: The site and marketing offices have been recommended for sealing. The scheme received notices on October 6, 2025, and June 16, 2026.
- Royal City — Lehtrar Road, Zone 4: CDA has directed that its offices be sealed over alleged legal violations. Notices were issued on October 6, 2025, and June 16, 2026.
- Rawal Town — Kurri Road, Zone 4: Its marketing and site offices are to be sealed. The scheme received show-cause notices on October 6, 2025, and May 20, 2026.
- Yar Muhammad Town — Bani Gala, Zone 4: CDA has ordered the sealing of its offices after notices dated October 6, 2025, and August 13, 2026.
- JJ Housing Society — Bani Gala, Zone 4: Its offices have also been ordered sealed following notices issued on October 6, 2025, and February 13, 2026.
CDA officials said seven schemes allegedly proceeded with development and construction without obtaining approval of their layout plans and the required NOCs. The authority says the schemes had previously been directed to stop illegal development, marketing, sale and purchase of plots, allotments and transfers, besides removing illegal constructions.
Officials said public notices warning citizens were published in national newspapers and on the authority’s official website. Despite those warnings, the sponsors allegedly failed to secure the required approvals.
CDA shares list of 90 illegal housing societies in Islamabad
CDA notifications invoke provisions under the ICT Zoning Regulations, 1992, and Private Housing Schemes Regulations, 2023, which empower the authority to take action where development, construction or marketing is allegedly being carried out without the necessary approvals. The provisions cited by CDA cover advertising and marketing through electronic and print media, social media, roadside advertising and other channels.
Where a housing scheme lacks an approved CDA layout plan, NOC or building-plan approval, the Director Enforcement or an authorized CDA authority, in the presence of a CDA magistrate, may seal the offices of sponsors, advertisers, operators, consultants, contractors, real estate agents and marketing partners.
The notifications state that sealing action is to be undertaken after an order from the Director General, Deputy Director General (Planning), or another authorized officer, following expiry of the prescribed 15-day notice and seven-day show-cause notice periods issued by the relevant planning directorate.
After issuance of latest directions, Directorate of Regional Planning has formally requested the Directorate of Enforcement, CDA, to proceed with sealing the marketing and site offices of the seven societies.
