Bahria Town Top City Among 6 Housing Schemes Under Rda Scrutiny

RAWALPINDI – Several housing schemes have come under spotlight after Rawalpindi Development Authority (RDA) chief ordered swift action on pending complaints in light of Court directives.

Trouble is mounting over unresolved property disputes involving six major housing schemes as the Rawalpindi Development Authority (RDA) moves to address complaints following Lahore High Court (LHC) directives. RDA DG and Rawalpindi Division Commissioner Salman Ghani chaired high-level hearing on Friday, October 9, to look into pending issues concerning Metro City Gujar Khan, Bahria Town, Mega City, Mumtaz City, The Avenue and Top City.

The hearing brought together housing scheme owners and sponsors, their legal representatives and affected residents, who presented their concerns before the authority.

Ghani directed the RDA’s legal officers to initiate immediate action in accordance with the court’s orders and ensure effective follow-up. He also instructed the chief planner to address outstanding matters and take prompt steps to resolve residents’ complaints.

The commissioner stressed that the issues must be handled without unnecessary delays and that all action should remain strictly within the framework of the court’s directions, with relief for affected citizens among the stated priorities.

Additional Director General RDA Masood Ahmad Bukhari, Chief Planner Muhammad Tahir Meo, Director Land Ghazanfar Ali Awan and other legal officers attended the proceedings.

The hearing comes amid continuing regulatory action by the RDA against alleged violations involving private housing developments, unauthorised construction, marketing without required approvals and departures from sanctioned building plans.

Metro City Gujar Khan, aka New Metro City, has previously been linked with investor complaints involving development claims and approval-related concerns. In 2025, reports said refunds totalling Rs767 million were returned to hundreds of affected investors through the National Accountability Bureau (NAB). Appeals for further relief were also reported in 2026.

Mega City previously come under scrutiny over alleged advertising and marketing without the necessary approvals. Past RDA enforcement reports have highlighted the authority’s action against housing developments suspected of breaching applicable regulatory requirements.

RDA reportedly sealed multiple residential and commercial buildings in Mumtaz City and The Avenue in July 2026 over alleged violations of approved building plans. The reported action included multi-storey structures, with the concerns centred on construction compliance. Such action against individual buildings should not automatically be interpreted as a ban on or rejection of an entire housing scheme.

Previous RDA operations involving Top City included action against alleged unauthorised construction and site or marketing offices.

Bahria Town has faced wider regulatory scrutiny over development and planning matters in the Rawalpindi-Islamabad region. Issues may differ across phases and locations, and the involvement of the RDA, Capital Development Authority (CDA) or NAB depends on the specific matter.

The developments is reminder for property buyers to verify legal approvals before investing in housing schemes or purchasing plots. RDA has repeatedly advised prospective investors to check a project’s approval status, No Objection Certificate (NOC) and sanctioned layout plan through its official website, rda.gop.pk.

Buyers should also confirm whether the specific block, extension or development they intend to purchase is covered by the relevant approvals. A project’s name or marketing campaign alone should not be treated as proof of legal status.
