Centralised power, judiciary restructured and military as the state’s core operating system – this is Naya Pakistan. Centralised power itself is morally neutral; its virtue or vice lies entirely in the direction it takes. Centralised power in itself neither corrupts nor redeems; everything depends on the compass by which it is steered.
If this centralised power is to serve rather than subjugate, it must undertake three surgical operations: Operation FDI surge, Operation Hybrid Harmony and Operation Iron Frontier.
Operation FDI Surge: Target $60 billion FDI (Foreign Direct Investment) by 2030; $12 billion per year average. Use SIFC as FOB (Forward Operating Base). Declare 10 new SEZs (Strategic Economic Zones) under army protection. Offer 10-year tax holidays along with 100 percent repatriation as standard ammunition. Assign a serving Lt. Gen as Theatre Commander. Assign every $1 billion+ investor a serving Brigadier as ‘Account Commander’ with full override authority. Force every ministry to clear files in 30 days or face automatic approval.
Remember, FDI is not a number – FDI is confidence on paper. When confidence rises, capital follows. When capital follows, jobs appear, exports grow, and debt becomes payable. Remember, FDI cannot take off on a runway cracked by circular debt and bureaucratic choke points.
Operation FDI Surge requires four moves: One front door for investors; contract certainty; policy stability and security of capital. To be certain, FDI does not flow into noise – it flows into predictability.
Operation Hybrid Harmony: Must keep the home front quiet as FDI battalions land. All political threats must be converted or contained. Red lines must be drawn between politics and war: politics is conducted inside the state. War is conducted against the state. No investor puts money into a country that looks like it is fighting itself.
Politics plays within the rules of the state; war tries to erase the rules themselves. Politics aims to govern Pakistan; war aims to hollow it out. Hybrid Harmony means a hybrid discipline – a system where institutions don’t compete for space, they compete for delivery.
To be certain, Hybrid Harmony needs a referee — a monthly delivery scorecard that disciplines both politics and power.
Operation Iron Frontier: The western border must be fortified, smart fencing with biometric gates, drone grid, floodlights and CENTCOM intel partnership. TTP sanctuaries must be eliminated. Yes, Pakistan’s geography is an opportunity — but only when its borders are predictable.
Operation Iron Frontier means five things: a hardened western perimeter, a stable northern corridor, a resilient eastern front, an internal firewall and maritime vigilance. To be certain, security is not an event; security is a supply chain.
Red alert: Centralised power must execute three precision strikes – or mission creeps into tyranny. Three operations. One timeline. Zero tolerance for excuses. Three operations. One purpose. Operation FDI Surge protects the wallet. Operation Hybrid Harmony protects the system. Operation Iron Frontier protects the map.
Centralised power must have direction – or it will become coercion. And direction without delivery becomes delusion.
Three operations. Three missions. Three lines of effort. If centralised power delivers these, it writes its own future. If it doesn’t, someone else will write it for us.
