KARACHI – Pakistani government implemented major reforms to bring transparency, end corruption, and completely choke fuel smuggling, introducing state-of-the-art track-and-trace system across petrol pumps and the entire fuel supply chain.
According to an official statement issued by the Petroleum Division, the government rolled out “Rahguzar” mobile application, enabling consumers to instantly identify legal, authentic, and approved petrol pumps. This move empowers citizens while dealing a direct blow to illegal fuel outlets operating across the country.
To further tighten oversight, OGRA and PITB jointly developed a track-and-trace system for oil tankers, which is now fully ready. Under this integrated mechanism, fuel tankers, terminals, and retail outlets are being digitally linked, ensuring end-to-end monitoring of petroleum movement nationwide.
As part of the digital overhaul, automated tank gauges and digital fuel nozzles will be installed at petrol pumps, a step aimed at preventing fuel theft, under-dispensing, and manipulation.
In key development after 18 years, Islamabad conducted offshore oil and gas block bidding in 2025, receiving bids for 23 offshore blocks, signaling renewed investor confidence and exploration momentum.
Director General Petroleum Concessions (DGPC) is set to introduce new online portal that will fully digitalize the bidding process for exploration and production blocks, eliminating manual intervention and increasing accountability.
The government further activated an Explosives Track-and-Trace System, enabling real-time monitoring of the explosives supply chain. Officials confirmed that two critical phases of this system have already been completed successfully, significantly strengthening security and regulatory oversight.
In a decisive legal move, the government also amended Petroleum Act 1934, paving the way for strict action against illegal petroleum products. The amendments include heavy fines and confiscation clauses for unlawful sale, storage, and transportation of petroleum products.
The government implemented transparent reporting system in the gas sector, covering demand and supply, pricing mechanisms, and circular debt, aiming to restore financial discipline and clarity in one of the country’s most critical sectors.
