The approval of the Peaceful Assembly and Public Order Bill by the National Assembly marks a significant and commendable step toward improving public order and easing the daily lives of Islamabad and Rawalpindi residents.

For years, the twin cities have faced considerable disruptions due to frequent protests and rallies that often led to road closures, traffic jams and considerable inconvenience for the common man. The introduction of this bill, which empowers the Deputy Commissioner (DC) of Islamabad to regulate public gatherings and designate specific areas for protests was necessary and rather it should have been done much earlier.

Protests indeed are a fundamental right and a crucial aspect of democratic expression but it should not come at the expense of public convenience and safety. Unregulated nature of past demonstrations led to substantial disruptions, turning Islamabad into a “container city” where authorities were forced to use physical barriers to protect sensitive areas and maintain order. This situation was far from ideal; it not only impeded the free movement of people but also marred the city’s reputation as a functional and orderly capital. The new legislation addresses these issues directly by requiring organizers to submit an application to the DC at least seven days in advance.

This procedure ensures that all relevant details, such as the location and the purpose of the event, are considered. Such foresight will prevent impromptu disruptions and allow for proper planning to accommodate both the protest and the daily activities of the city’s residents. Designating specific areas for protests is a pragmatic approach that balances the right to protest with the need for public order. This bill allows for peaceful assemblies while mitigating the impact on everyday life. When protests are confined to predetermined zones, the risk of spontaneous disruptions is significantly reduced. Consequently, road closures will be minimized and essential services can continue without undue interference. Commuters hopefully will no longer face unexpected delays and businesses will operate without the constant threat of sudden closures.
