CHIEF Minister Maryam Nawaz on Friday officially launched the Punjab Innovation for Value, Opportunity and Transformation (PIVOT) Plan aimed at transforming the economic landscape of the province during the next three years. This is, indeed, a landmark initiative that is expected to create 162,000 new jobs, improve the baseline quality of life of over one million families and targets an incremental $6.8 billion boost in exports.
It is important to note that the PIVOT is not a paper dream but envisages clear-cut goals and targets to be achieved in three years. Its core objective is to transition Punjab’s economy away from a factor-driven model that is focused largely on raw output and low-value commodities into a highly competitive, export-led and value-added market. Backed by an aggressive Rs.1.995 trillion investment framework (combining Rs.1.089 trillion in public investment and Rs. 906 billion in leveraged private capital), the initiative intends to address core structural bottlenecks like soaring energy costs, inadequate industrial infrastructure and acute skill shortages. Concrete plans have been drawn for establishment of local testing labs, metrology infrastructure and certification frameworks to clear EU, US and GCC export standard barriers. It also pledges to invest heavily in shared common facilities for geographically concentrated industrial hubs besides proper training of a huge workforce of 850,000 to help achieve the targets. Appreciably, the plan envisages establishment of four specialized agro-processing parks in Sargodha, Khanewal, Okara and Bhakkar to curb post-harvest losses and process raw goods into higher-yield exports. In a nutshell, if implemented in letter and spirit and that too in a time-bound manner, there will be a visible change in the socio-economic environment of the province in the next three years.
