Punjab has started disbursement of financial assistance to selected beneficiaries through JazzCash under the CM Punjab Rahmat Card Programme.
The Rahmat Card aims to digitize the entire welfare process, from online applications and eligibility verification to transparent beneficiary selection and digital fund disbursement.
Speaking at the computerized balloting ceremony, Special Assistant to the Chief Minister Rashid Iqbal Nasrullah praised PITB for providing continuous technical support throughout the project’s implementation despite tight deadlines.
Secretary Zakat & Ushr Department Irfan Ahmad Sandhu also appreciated PITB’s efforts in designing, developing, and implementing the programme’s comprehensive digital ecosystem. He commended the board for completing all assigned tasks within the stipulated timeframe.
Officials described the CM Punjab Rahmat Card as the Zakat & Ushr Department’s first welfare programme of its scale to be fully supported by advanced digital technology. They said replacing traditional manual procedures with integrated digital systems has significantly improved transparency, efficiency, accountability, and the speed of welfare distribution.
As the programme’s technology partner, PITB developed a complete digital platform that includes an online application portal, an Android mobile application, a dedicated helpline for applicants, a Beneficiary Management System, a multi-agency verification engine linked with NADRA and the Punjab Socio-Economic Registry (PSER), automated eligibility assessment, computerized district-wise balloting, and real-time administrative monitoring dashboards.
Under the digital system, applicants submit their requests online, which are then verified through multiple government databases. Eligible candidates are assessed according to approved criteria, allocated district-wise quotas, selected through a computerized ballot, and finally receive financial assistance through JazzCash.
The CM Punjab Rahmat Card is being presented as a model of digital public service delivery, bringing multiple government institutions onto a unified technology platform. The initiative is intended to strengthen transparency, automate eligibility verification, support data-driven decision-making, and ensure secure digital payments while expanding efficient and accountable welfare services for vulnerable communities across Punjab.
