THE announcement by All Pakistan Petrol Pumps Owners Association (APPPOA) to observe a nationwide protest against the government’s daily petroleum pricing mechanism has brought to the fore the growing unease surrounding the new policy. Although the Association’s immediate concerns relate to the impact on dealers, the issue extends far beyond petrol pumps. The daily revision of fuel prices is creating uncertainty for consumers, transporters and businesses alike, raising questions about the practicality of the new system.
Frequent changes in petroleum prices leave motorists unsure of what they will have to pay while travelling from one place to another. The same uncertainty affects transporters of goods, who find it increasingly difficult to estimate operating costs and determine freight charges. This unpredictability inevitably works its way into the prices of goods and services, adding yet another burden to people already struggling with inflation. Petrol pump owners argue that the daily pricing mechanism creates operational difficulties, benefits larger oil marketing companies and further squeezes dealers already operating on thin margins. Whether or not every concern is justified, their reservations cannot simply be ignored. A policy of such importance should be implemented after meaningful consultation with all stakeholders rather than through unilateral decisions. If the protest goes ahead, it will only add to the difficulties faced by the people. Daily commuters would face inconvenience in obtaining fuel, while any disruption to the transportation of goods would affect supply chains, business activity and the timely availability of essential commodities. The resulting hardships would ultimately be borne by the public. The government should, therefore, engage the APPPOA in constructive dialogue to resolve the dispute at the earliest. As recommended earlier, a better course would be to revise petroleum prices every fortnight instead of every day. Such an arrangement would provide greater predictability and stability for consumers, transporters and dealers alike, while avoiding the confusion and uncertainty that now accompany daily price revisions.
