ISLAMABAD – The Federal Board of Revenue (FBR) collected more than Rs476 billion in taxes through electricity bills during the fiscal year 2025-26, officials told the Senate Standing Committee on Finance.
The committee was informed that the total amount included Rs351 billion collected under sales tax and Rs124 billion received as income tax through electricity billing mechanisms.
Officials shared that tax collections through power bills have remained a significant source of revenue in recent years.
They informed the committee that the government collected Rs562 billion through electricity bills during fiscal year 2024-25, while collections stood at Rs515 billion in 2023-24 and Rs313 billion in 2022-23.
The FBR officials also provided a breakdown of income tax receipts from different categories of electricity consumers. They said industrial users contributed Rs66 billion, commercial consumers paid Rs52 billion, while non-filer domestic consumers accounted for Rs4.82 billion. An additional Rs1.37 billion was collected from household consumers under relevant provisions of the Income Tax Ordinance.
The committee was further informed that sales tax collections included Rs269 billion in standard sales tax, along with additional amounts collected under extra and further tax categories. Retailers contributed around Rs16.5 billion through sales tax charged on electricity bills.
During the meeting, lawmakers also raised concerns regarding reports that some banks were requiring female employees to wear abayas. State Bank Governor Jameel Ahmad informed the committee that financial institutions had already been directed not to impose such requirements on women.
The committee instructed banks to issue a formal circular on the matter and submit a report regarding compliance.
