THE long-delayed modernization of refining industry finally appears to be moving from policy documents to implementation. The planned investment of $4.5 billion to $5 billion by five refineries is a welcome development, particularly at a time when the country needs to strengthen its energy security, reduce import dependence and improve the efficiency of its domestic petroleum industry.
The proposed projects by Parco, Pakistan Refinery Limited, Attock Refinery, Cnergyico Pakistan and National Refinery cover green fuel production, bottom-of-the-barrel conversion, capacity expansion and related infrastructure. Together, they could substantially improve the quality and quantity of locally produced petroleum products while reducing furnace oil output. The planned transition towards Euro-V standards is also important for improving fuel quality and, ultimately, reducing emissions. The government deserves credit for revising the Brownfield Refineries Upgradation Policy and imposing tighter timelines for implementation of agreements. But the real test will be ensuring that these commitments translate into actual investment and completed projects. The regional situation makes the need for progress even more urgent. With tensions affecting energy markets and supply routes, we cannot afford to remain excessively dependent on imported fuel. The country must simultaneously intensify exploration for domestic oil and gas and invest in indigenous and alternative sources of energy. Refinery modernization alone will not solve Pakistan’s energy problems, but it is an important part of a broader strategy for energy security. Greater domestic refining capacity, better-quality fuels and reduced reliance on furnace oil can strengthen the economy and improve resilience against external shocks. After years of delay, our refining sector finally appears ready for a major transformation. What is needed now is a consistent policy, effective oversight and the political will to see these projects through to completion.
