In a high-level meeting chaired by IG Sindh Ghulam Nabi Memon at the Central Police Office Karachi, comprehensive reforms for police stations across Sindh were discussed. The focus was on enhancing public service and ensuring the protection of life and property. The meeting was attended by senior police officials including Additional IGs, DIGs, SSPs, and SPs, both in person and via video link. IG Sindh instructed the immediate withdrawal of unauthorized police security and their reassignment to police stations. He emphasized the need to assign Inspectors, Upper Course qualified Sub-Inspectors, and diligent officers as SHOs.
IG Memon highlighted the importance of budget allocation for police stations, aiming for financial autonomy and improved administrative operations. He stressed that budget utilization should be at the discretion of the SHOs. “Oral orders for the deployment of police personnel should be stopped immediately,” said IG Memon, asserting that providing police security will solely be the responsibility of Security One department.
He reiterated the enforcement of Section 144, banning the display of firearms, and directed strict compliance to prevent any breaches. The Chief Minister’s clear directive is to retract unnecessary police security to bolster overall security efforts. The impact of previous deployments on maintaining law and order has been notable and positive, reflecting the hard work and dedication of the police force. The appointment of SHOs remains the prerogative of the district SSPs, who are well-acquainted with local security needs. Legislative measures are underway to prevent arbitrary changes in SHO appointments, ensuring officers can perform their duties without undue stress. IG Sindh urged the deployment of hardworking, competent, and reputable Inspectors and Upper Course qualified Sub-Inspectors to key positions like SHOs, allowing them to utilize their skills and experience.
All DIGs, SSPs, SDPOs, and SHOs were instructed to ensure their presence among the public, addressing their issues effectively. The registration of FIRs must be ensured for all crimes. Each district must establish a model police station within 30 days, with the top three to be rewarded.
He also commended the security measures implemented for Eid-ul-Adha, urging officers to enhance security at cattle markets, main routes, and bazaars until the festival. Improving capabilities and efficiency will align policing with public expectations, leading to a new era in the police culture characterized by skilled officers and positive interactions. “The structure, capabilities, and public-friendly initiatives are crucial for enhancing policing standards,” IG Sindh concluded.
