Capt Usman replaced with Capt Noorul Ameen

Chairman Capital Development Authority (CDA) Capt (R) Muhammad Usman who was also holding the charge of Chief Commissioner (CC) of Islamabad was transferred on Monday and directed to report to the Establishment Division with “immediate effect and until further orders.” An officer of BPS-20 awaiting appointment former Commissioner Rawalpindi Capt (R) Noorul Ameen has been appointed new Chief Commissioner of Islamabad.
Capt Usman who has earlier served as Commissioner Lahore was considered a trusted buddy of PM Shehbaz Sharif and was brought to Islamabad to complete the pending civic projects on “Shehbaz speed.” However, despite his best efforts (and he was successful too to some extent), Capt Usman was shown the door unceremonially and changed abruptly. His ouster came as surprise to the government’s ministers also who till Sunday were refuting all such reports of his transfer.
Usman was brought to Islamabad in August by the federal government to serve as chief commissioner and CDA chairman. Usman has to his credit completion of Rawal Dam Interchange, Korang Bridge project and execution of Bhara Kahu bypass, which is completing on fast pace and the government wants it to see functional in next couple of months. However, recently the outgoing CC fell out with the local land mafia and some politicians which ultimately resulted in his transfer.
