SENIOR officials from Pakistan, Saudi Arabia and Türkiye took important decisions in Istanbul on Monday to institutionalise their trilateral defence cooperation under the Makkah Agreement for Joint Defence, announcing the establishment of a permanent secretariat and pledging deeper military-industrial integration. The meeting, held in the Strategic Political and Defence Committee format, renamed the platform as Makkah Defence Alliance (MDA) and affirmed shared commitment of three countries to regional stability and collective deterrence. The participants further agreed to support de-escalation and restraint in regional crises, favouring peaceful diplomatic resolutions.
Originally called Makkah Joint Defence Agreement, the platform was created on August 07 to have a collective security framework where an armed attack against any single member is to be treated as against all three. The very fact that its maiden meeting was held within one month of its creation shows commitment and determination of member states to institutionalise it at a rapid pace and make it a potent force as far as regional peace, security and defence are concerned. The decisions taken convey an impression that necessary ground work has already been carried out and relevant officials of three countries are working on details for an elaborate cooperative framework. The most significant outcome of the Istanbul meeting was the decision to establish a permanent secretariat to coordinate alliance’s activities. The secretariat will be headquartered in Saudi Arabia and initially headed by a secretary general from Pakistan, who will serve a three-year term. This means Pakistan will have a major responsibility in creation of the necessary infrastructure and mechanisms for cooperation in relevant fields. Beyond administrative institutionalisation, the three countries committed to expanding defence industry collaboration, which should remain a priority in given strategic environment and the need to evolve defence systems that take care of new dimensions of warfare.
The statement outlined plans for “joint technology development and production” and joint military activities aimed at strengthening cohesion and interoperability of their armed forces. The parameters of defence cooperation and coordination among their armed forces as well as intelligence sharing also need to be evolved in a manner that leaves no ambiguity at time of any emergency. It has also been clarified that the Alliance is not directed against any specific state and its membership would be open to countries that adhere to its principles. Subject to its relevance in emerging scenarios, the MDA has significant scope to expand and become an entity to be reckoned with.
