BEIJING – China has released its National Human Rights Action Plan (2026-2030), setting out a five-year framework aimed at advancing human rights through the country’s modernization strategy.
According to the plan, the government intends to strengthen the protection of economic, social and cultural rights by promoting high-quality development while continuing to improve mechanisms related to civil and political rights.
The roadmap also places emphasis on environmental protection and emerging rights. It outlines efforts to enhance environmental governance, including measures aimed at reaching peak carbon emissions by 2030.
In addition, the plan calls for stronger regulation of digital technologies to support what it describes as a fair and inclusive digital environment.
The action plan also highlights measures to safeguard equal rights and opportunities for women, children, older persons, ethnic minorities and people with disabilities.
Recently, China released the National Human Rights Action Plan (2026-2030), outlining its roadmap for respecting and promoting human rights through Chinese modernization.

Chinese authorities said the initiative follows a people-centered approach and is intended to strengthen people’s sense of security, fulfillment and access to human rights protections.
The plan also reiterates China’s commitment to participating in global human rights governance through development, cooperation and international engagement.
