On 30th June 2020, Pakistan Observer published a news item in which the paper pointed out that a de novo inquiry committee has done nothing since its formation. The indication by our Paper worked and the committee has to give its findings.
The committee was mandated to probe into the inductions of 16 deputationists into NHA in regards to the judgment of the Supreme Court of Pakistan.
The said committee clearly declared that inductions are illegal and illicit. The committee also observed that the inductions were made by setting aside the crystal and clear judgment of the Supreme Court of Pakistan and the rules and regulations of NHA.
10 illegal and illicit employees are still serving in NHA while others have been retired.
The salaries along with other financial benefits drawn by these 16 illegal officers had made serious damages to the national kitty and were gone into the waste of tax payers’ money. These illegal and illicit employees have been enjoying the significant portfolios where they can easily excess national secrets and can comfortably exchange them with the enemy to some other financial benefits.
Syed Mubashir Hussain Bukhari, an only matriculate employee, having portfolio of PS to Federal Minister for Communications and Postal Services. Mr. Bukhari has a comfortable access to CPEC,our financial back bone and future of Pakistan. So, Bukhari may smartly act as a “second banana” of the enemy whom CPEC is a venom.
Ms. Sidra Irshad serving as illegal and illicit PRO in NHA while the tramp was deputed in NHA against her forged documents. The inquiry committee categorically observed that she was not a government servant before joining NHA.
The compulsory Departmental Selection Committee was not held while inducting these deputationists into NHA. Service rules of NHA appointment and promotion were bypassed during these inductions. Committee justified the induction of Syed Zawar Haider DD (MIS) as he was recruited on humanitarian grounds.
Otherwise all other serving employees are declared illegal and their inductions are illicit. The serving employees are Mujahid Raza Malik DD Engr, Mushtaq Ahmad Kalhoro AD Engr, Murshid Amin Khattak AD Engr, Ms. Sidra Irshad PRO, Gohar Ali AD Engr, Muhammad Younis Stenotypist, Muhammad Mushraf Stenotypist, Syed Mubashir Hussain Bukhari LDC, Shafi Ud Din Awan LDC.
This de novo inquiry had been pending for a period of more than 3 years but our news paved the way to completion of the inquiry. Pakistan Observer kept its promise to the nation and indicated the irregularity in Government department according to the norms of journalism. This probe will lead towards the meritocracy and rule of law in the country. Pakistan Observer will ensure strict and stir action against the nation plunders.
