Pakistani students can get admission in bachelor’s degree abroad without taking IELTS at many universities, provided they meet accepted alternative English-language requirement. Options include proof of English-medium schooling, school English grades, university assessments and tests such as PTE, TOEFL or Duolingo.
For the unversed, the key is to choose university whose published policy matches your qualifications. There is no countrywide exemption that automatically allows every Pakistani student to study without IELTS. What does “without IELTS” actually mean?
English-test waiver: Previous English-medium education or qualifying school English results satisfy the language requirement.
University assessment: Applicants demonstrate their ability through an internal examination or interview.
Alternative qualification: Another recognised test, such as PTE, TOEFL or Duolingo, replaces IELTS.
A conditional offer for an English preparation course is different from permission to begin a bachelor’s degree immediately. Students may still need to pass an assessment before progressing.

Romania
Politehnica University Timișoara accepts official school documents showing at least two years of study in the language of the intended programme. However, its published 2026–27 admission page says the Pakistan quota was filled on June 11, 2026. The university therefore provides an example of an IELTS-waiver policy, but should not be promoted as an available 2026 application opportunity for new Pakistani applicants. Future applicants will need to check the next admission cycle.

Poland requires particular care. Language-document rules effective from August 1, 2025 require affected international applicants to provide prescribed evidence of proficiency at B2 level or above. Older advice suggesting that a school MOI letter or a simple interview is always enough may no longer be reliable.
Malaysia’s postgraduate exemptions should not be confused with undergraduate rules. Universiti Malaya, for example, limits the MOI exemptions described on its FAQ page to postgraduate applicants. At APU, students entering through conditional English study must reach the required language standard before progressing to their main programme.
Germany requires separate academic-eligibility check. DAAD Pakistan explains that HSSC holders generally need one year of university study in Pakistan in the relevant field, or a Studienkolleg followed by its qualifying examination, before undergraduate admission. Meeting the English requirement does not remove this academic condition.
Can students obtain scholarships without IELTS?
Some scholarship applicants can use alternative language evidence, but scholarship availability does not automatically override university requirements. Applicants should check the current scholarship call, university conditions and application deadlines separately.
How to prepare an MOI certificate
Where a university accepts an MOI certificate, request it from the school or college responsible for the relevant education. Follow the university’s required format.
A useful certificate should clearly identify the student, qualification, study dates and language of instruction. It should be issued on official letterhead and carry the appropriate signature, stamp and institutional contact details. Only claim that education was entirely in English if that accurately reflects the school’s records.
Attestation is a separate matter. Pakistani SSC and HSSC certificates fall under IBCC’s attestation process, with prior verification by the issuing board. Applicants should not assume that a school MOI letter requires HEC attestation; the receiving institution’s instructions should determine what is needed.
Does an IELTS waiver complete Visa requirements?
For UK degree-level study, a qualifying higher-education provider can assess English itself and record the assessment on the Confirmation of Acceptance for Studies. Australia may require an approved English test or a recognised exemption, and does not accept fully remote English tests for visa purposes.
Choose your subject and intake. Confirm that the university offers the bachelor’s programme you want and is accepting applications.
Check academic eligibility. Establish whether your HSSC, A Levels or other qualification allows direct entry or requires a foundation route.
Identify the exact English route. Distinguish an MOI waiver from an internal test, alternative test or preparatory course.
Get written confirmation where the policy is unclear. Provide your school board, qualification, study dates and proposed programme.
Check the complete cost. Include tuition, accommodation, insurance, travel, visa charges and any preparatory study.
Verify recognition and visa conditions. These are particularly important for regulated subjects such as medicine and engineering.
Check scholarships independently. Funding applications may have separate tests, documents and deadlines.
