ISLAMABAD – Ten residential plots in Islamabad triggered major investigation, with FIA probing alleged fake documents, questionable allotments and a possible double compensation scheme.

A fresh land-allotment scandal puts several Capital Development Authority (CDA) officials under investigation after Federal Investigation Agency (FIA) registered a case over the alleged fraudulent allotment of 10 residential plots in Islamabad’s Sector I-12/4.

The case centres on allegations that plots measuring 30 by 60 feet were allotted using forged documents, potentially bypassing eligibility rules designed to prevent beneficiaries from receiving compensation twice for acquired land.

FIA’s Corporate Crime Circle in Islamabad registered the case after completing Inquiry No. 35/2024 into suspected forgery, fraud and misuse of authority in the CDA’s Directorate of Land and Rehabilitation. The allegations raise serious questions about how the disputed allotments were approved, whether previous compensation was concealed and whether officials failed to enforce the authority’s rehabilitation rules.

Former Directors of Land Irfanullah and Sidra Anwar are among the officials named in reports concerning the case. Other individuals identified in detailed coverage include former Director General Land Afnan Alam, Administrative Officer Asghar Ali and Dealing Assistants Faqir Muhammad and Asghar.

Investigators are also examining the roles of a former Member Estates and an Assistant Director, according to the reported details. The case involves allegations of forgery, fraud and abuse of official authority. However, the precise responsibility of each individual remains to be established through the investigation and legal proceedings.

One of the key aspects of case is the reported discovery that affected landowner, identified as Aslam, had already received government land or compensation in Tehsil Jalalpur Pirwala, Multan, Punjab.

The inquiry reportedly examined a claim submitted by Sajid Aslam on September 11, 2017. The disputed Islamabad plots were subsequently allotted in the names of the legal heirs of a deceased landowner whose property had been acquired for development. Investigators allegedly found that the earlier compensation received in Multan had not been properly disclosed during the Islamabad allotment process.

Under relevant CDA rehabilitation rules, a person who has already received applicable compensation elsewhere may be ineligible for another benefit of the same nature. Investigators are therefore examining whether the alleged concealment enabled the same family to obtain a second rehabilitation benefit.

If established, the allegations could point to serious failures in the verification of compensation claims and the scrutiny of land-allotment records. The disputed allotments reportedly came under renewed examination after CDA Member Estate Mohammad Zaman Wattoo initiated an internal probe.

The inquiry found that the 10 plots in Sector I-12/4 had been allotted years earlier, reportedly around 2017–18, on the basis of documents suspected of being fabricated.

Wattoo confirmed the internal investigation to publication but reportedly refrained from identifying the officials or plots while the matter was being examined. He stressed protecting the authority’s interests, safeguarding public resources and ensuring accountability for any losses caused by wrongdoing.
